Roads - pavements - obstructions: Outline
We are responsible for ensuring the public highway is not obstructed. This includes public roads and pathways, examples of obstructions which our Highways Team will inspect:
- Advertising boards
- Goods for sale displayed on public highway (e.g. cars)
- Trees or other street vegetation
- Dumped waste
- Builders rubble/sand etc.
- Street works
- If other public rights of way such as alleys or bridleways are obstructed, then the PROW (Public Rights of Way) team will manage the issue.
Obstructions across council housing pathways are managed by the Housing Asset Management and Maintenance team.
Legislation allows councils to enforce against vehicles which may cause an obstruction. The Council will issue Penalty Charge Notice where a vehicle has parked obstructing a dropped kerb.
