Answer:

If the owner or occupier of a premises, which abuts the public highway maintained by the Council, wishes to take a motor vehicle from the road onto the premises, the owner or occupier can do so provided that it is safe to do so, from the point of view of other users of the highway, and the highway surface (footway or verge) is strong enough to support a vehicle and damage will not occur to the highway. The alterations needed to the Councils Highway is costed in the form of a quotation to the owner or occupier of the premises concerned. When the highway alteration work to form the vehicle crossing is complete the Council continues to be responsible for the highway and the future maintenance of the crossing. The crossing is never owned nor is it maintained by the owner or occupier who requested its construction, but the crossing signifies a right for the owner/occupier of the premises to take a vehicle across the crossing. It will always remain part of the publicly maintainable highway.
