Before a crossing can be constructed a hardstanding of suitable material (ie loose material is not acceptable) must be constructed on the forecourt of the premises to a level with the back of the footpath. This level will be established by using the method shown in Appendix B. Also a permanent physical barrier where permitted (ie wall, permanent fencing) should exist along the front boundary on either side of the position of the proposed crossing. The reason for providing a physical barrier is to prevent vehicles being inadvertently taken onto the premises from either side of the crossing as the highway footway/verge has not been hardened to support the weight of a vehicle.
