Q: Rubbish Watch: How will Rubbish Watch work?

Answer:

 

Clean Neighbourhood Enforcement Officers (CNEOs) will patrol the Borough for any type of wastes put on public areas without permission of the landowner. They will investigate wastes illegally deposited to identify the alleged offender and may take witness statements. They will then complete a Litter Enforcement Report. Based upon this and the supporting evidence, a Fixed Penalty Notice can be issued to the alleged offender.
