Answer:
All 'commercial type' vehicles must complete a Household Waste Declaration Form and submit this at the time of their visit (please note that commercial type vehicles can only use the sites on Sundays between 12 noon and 4.00pm. Commercial - type vehicles are defined as:
  • A vehicle with no rear seats and/or
  • A vehicle with no rear windows and/or
  • A vehicle with an open back, or
  • A vehicle with a back which is separate from the main cab area (closed cab pick-ups).
Examples of 'commercial type' vehicles include:
  • Single cab pick up trucks
  • Open back vehicles
  • Small vans
  • Transit vans
  • Box/Luton vans
People carriers - where permanently altered to carry large loads
Other vehicles that MUST complete a Household Waste Declaration Form - but are not subject to the Sunday access restrictions - include:

Hire Vans with a hire agreement exceeding 7 days - A copy of the van hire agreement must be presented to the site attendants upon entry.

Cars or 4x4's with trailers between 1.8m and 3m (approximately 6ft and 10ft) in length. Trailers over 10ft are not permitted at Household Waste Recycling Centres.

Please note: Commercial type vehicles can only use the Household Waste Recycling Centres on Sundays between 12 noon and 4.00pm.Vehicles falling into any of the above categories must show a Driving Licence or current Council Tax bill in addition to submitting a Household Waste Declaration Form. All vehicles are subject to checks. Regrettably commercial type vehicles from outside the borough of Southend-on-Sea are not permitted to use Southend-on-Sea Borough Council's HWRCs. Commercial type vehicles are also not permitted to use a trailer.
