Answer:

When rock salt is mixed with frost or snow it needs to be agitated to mix the salt crystals with the ice crystals to form water. When this is done the freezing point of water lowers, but if the road surface temperature falls to -5 oC, or below the salt mixture may refreeze. This often results when high wind chill occurs.
