Community Infrastructure Levy (CIL) - Publication of Examiners Report

Southend Borough Council submitted the Community Infrastructure Levy Draft Charging Schedule to the Secretary of State for Communities and Local Government for independent examination on Tuesday 3rd March 2015.

The Secretary of State appointed Mr Terrence J Kemmann-Lane JP DipTP FRTPI MCMI of the Planning Inspectorate to conduct the examination, which was dealt with in writing.  One question was raised by the Examiner during the Examination and this can be viewed here. The Examiner has now published his report recommending that the Charging Schedule be approved with minor modifications. Click here to download the Examiner’s Report dated 1st June 2015.

In addition to the Community Infrastructure Levy – Draft Charging Schedule, the Council also submitted a number of supporting documents to the Secretary of State. These included the representations submitted during the consultations, as well as the results of previous community involvement and other evidence. All documents form part of the examination library and can be downloaded here.

Members agreed the CIL Charging Schedule at the Council meeting on Thursday 23rd July 2015 and subsequently commenced CIL charging on Monday 27th July 2015. Any planning decisions issued (no matter when submitted) after adoption of a CIL Charging Schedule may be liable to pay CIL.
