Household Waste Recycling Centres
Commercial or ‘Commercial type’ Vehicle Access to HWRC
Commercial or 'commercial-type' vehicles carrying commercial, business or trade waste, or waste generated by any other organisations are not permitted access to Southend-on-Sea Borough Council's Household Waste Recycling Centres (HWRCs). Vehicles attempting to deposit this type of material will be turned away and we may report vehicles attempting to illegally deposit this type of waste to the Environment Agency.
However, we recognise that in certain circumstances some householders only have access to a 'commercial-type' vehicle, for example vans or pick-ups, for their domestic use.
In these cases, householders must complete and submit a Household Waste Declaration Form (HWDF) in order for them to access these sites. This form can be found in the related downloads section to the right of this page under 'Household Waste Recycling Centres'.
Please ensure you read all of the notes and fully complete the HWDF if you intend to visit a Household Waste Recycling Centre.
Additionally all vehicles must present proof of address - a Driving Licence or current Council Tax bill. Failure to provide a HWDF and proof of address at the entrance will result in vehicles being turned away. Regrettably commercial-type vehicles from outside the borough of Southend-on-Sea are not permitted to use Southend-on-Sea Borough Council HWRCs.
HWDF's are required each time a 'commercial-type' vehicle (regardless of whether it is sign-written or un sign-written) or trailer with a load bed between 1.8m and 3m (approximately 6ft-10ft) long visit the HWRC's. The householder must complete the form, sign and date it and hand it to the site attendant at the entrance. By signing and submitting the form the householder is declaring to Southend-on-Sea Borough Council that:
- The waste being deposited is generated from their own household through normal household activity,
- The waste has not been generated from business, commercial or trade activities, and
- The information being supplied to Southend-on-Sea Borough Council is accurate.
All personal data will be processed in line with Data Protection Principles and when the data is no longer needed, it will be destroyed in line with SBC's Document Deletion and Disposal Guidance. Personal data will not be shared except for the prevention and detection of crime.
We reserve the right to restrict vehicle access if the driver is not able to provide proof of address and a completed HWDF. We reserve the right to undertake investigations regarding the provenance of any waste presented and to restrict access to its sites if false or inaccurate information is provided to staff at the site or registered with Southend Borough Council.
If I have a 'commercial type' vehicle and have completed a Household Waste Declaration Form will I be guaranteed access?
No. Vehicles will still be subject to the usual checks upon entry and need to provide proof of address - Driving Licence or current Council Tax bill. If a site operative deems the waste to be of a commercial, business or trade related nature, the vehicle will be denied access to the site.
