Joint health plan committee is formed

A county-wide overview and scrutiny committee, set up to scrutinise the implementation of significant proposed changes to the local health system in mid and south Essex, met on Tuesday 20 February.

They received an update from the mid and south Essex sustainability and transformation partnership (STP) where it was confirmed that the STP had agreed to a request from the committee to extend the STP consultation deadline beyond 9 March to allow them to respond fully, and this extension would apply to all respondents to the consultation.

Cllr Bernard Arscott, chair of the joint health overview and scrutiny committee – STP, says: “It is very important that democratically elected councillors scrutinise the STP proposals and how any service changes linked to this affect local people in Southend-on-Sea, Essex and Thurrock.

“Along with this, we will be considering whether the proposals are in the interests of the health service in Southend-on-Sea, Essex and Thurrock, the impact of the proposals on patient and carer experience and outcomes and on their health and well-being, and respond to the relevant bodies as appropriate

“All members of the committee were pleased to undertake this first meeting and receive an update from the STP.  We are also pleased that they have agreed to extend the consultation deadline beyond the original deadline of 9 March to 23 March and that this will apply to anyone across Essex responding to the consultation.”

The Mid and South Essex STP launched a public consultation to run from 30 November 2017 to 9 March 2018 (now extended to 23 March), seeking views on:

  • The overall plan for health and care
  • Proposals for hospital services in Southend, Chelmsford and Basildon
  • Proposals to transfer services from Orsett Hospital in Thurrock to new centres closer to where people live

The next meeting of the Joint Committee will be held on 13 March 2018, beginning at 7.30 pm and will be held at County Hall, Duke Street, Chelmsford.
