The winner will be announced on Thursday 14th July at Arsenal FC's Emirates Stadium in north London, where the awards will be presented by former newspaper editor and TV presenter Eve Pollard.
The category Outlook has been shortlisted in recognises local authority publications that demonstrate "a commitment to quality journalism and content that reflects the information needs of the target audience".
A new value-for-money contract for Outlook was procured in March 2010 since when five editions of the revamped magazine have been published.
Its mixture of informative articles about Council-run services, human interest features and fun competitions attracts a great deal of interest from residents.
Southend-on-Sea Borough Council's Leader, Councillor Nigel Holdcroft, said: "It is vital to keep people in touch with what's happening in the borough.
"We are delighted that the high quality of the magazine we issue to residents has been recognised nationally. Well done to all those involved."
