Commissioning

Following an initial self assessment workshop in December 2009 which set 3 priorities for taking forward the commissioning agenda, the Strategic Commissioning sub group has been working with the national Commissioning Support Programme (CSP) to develop a new commissioning framework for the Partnership. The development of the new framework was priority 1 identified in the self assessment workshop.

The underlying principles that form part of the framework were agreed by the Partnership Board in February 2010.

The framework sets out a picture of current commissioning practice in Southend before linking to the Partnership's vision and outlining the challenges of commissioning in the new world.

The framework contains specific guidance around Outcomes, Value for Money and Monitoring & Evaluation, providing tools for commissioners to support there work in each of these strands.

 

The acknowledged 4 step commissioning model (Understand, Plan, Review, Do) is the basis for the toolkit which contains the background information, further details and a range of templates for each step.

 

 

The framework and toolkit have been developed to be an online resource available on the Partnership. Each part of the framework has been broken down into manageable chunks and where possible both short and fuller explanations are available to meet different commissioners needs. Partnership staff with commissioning responsibilities will be able to easily find relevant guidance as well as tools and templates by using hyperlinks throughout the framework & toolkit.
