Scrap Metal Licence - Licence directory

Description

You must hold either a site or mobile collector's licence, issued by the council, if you are a scrap metal dealer.

This includes a scrap metal collector, a scrap metal site and motor salvage operators.

If you, or your business, deals partially of fully in scrap metal you may require a scrap metal dealers' licence.

Application

To apply for a scrap metal dealers licence you can use the online application form.

A scrap metal dealers' licence is valid for 3 years from the date of issue and allows the licence holder to operate within the Southend-on-Sea City.

Once you have submitted the online application form you need to ensure you have the supporting documents listed below to supply with the application.

When you have gathered all the supporting documents for all applicants you need to contact the Licensing Team on 01702 215005 or by email to arrange an interview with all applicants.

The interview will take place with a Council Officer at the Civic Centre and will be your opportunity to discuss the application and ask questions.

Please note: If you fail to arrive to the interview without all applicants present or without your supporting documents you may be turned away and advised to rebook.

After the interview has taken place the application will be processed, and a decision will be made within 28 days.

When the application has been decided you will be contacted and advised what steps are to be taken next.

All documents must be originals not copies and all documents must show applicant's current address. You will be asked for the following documents at your appointment if these are not produced you will be unable to proceed. The documents are required for every applicant listed on the application form.

Relevant Waste Certification - i.e. waste carriers/brokers and dealers, waste operations, End of Life Vehicles. UK - these may be obtained from The Environment Agency Must be valid and showing current address.

Documents the applicant must provide for a Collectors Licence

All documents must be originals not copies and all documents must show applicant's current address. You will be asked for the following documents at your appointment if these are not produced you will be unable to proceed. The documents are required for every Vehicle used for the Scrap Metal Business.

Restrictions

You must not receive scrap metal from a person without verifying their name and address

You must not buy scrap metal for cash.

A site licence must be displayed in a prominent place, accessible to the public, at each site identified in the licence.

A mobile collector's licence must be displayed on any vehicle that is being used in the course of the business and can be easily read by a person outside the vehicle.

You must keep a record of all scrap metal you receive including:

  • a description including type, form, condition, weight, any marks identifying previous owners or distinguishing features
  • the date and time
  • the registration mark of the vehicle it was delivered in or on
  • the full name and address of the person received from
  • the full name of the person who makes the payment acting for the dealer

You must keep a record of all scrap metal you dispose of including:

  • a description including type, form, and weight (site licence holders only)
  • the date and time
  • the full name and address of the person disposed to
  • if payment is made (by sale or exchange), the price of other consideration received (site licence holders only)

You must keep your records for 3 years and allow the council or police to inspect your premises and records if asked.
