Draft Charging Schedule Consultation: 3 November 2014 – 15 December 2014
The first stage of the CIL consultation took place from 28 July to 8 September 2014. This included a consultation on the Preliminary Draft Charging Schedule (PDCS) with the Infrastructure Delivery Plan (June 2014), Viability Study (May 2014) and Viability Addendum Note (July 2014) as supporting documents. Please note this consultation has now closed.
The content previously included in the PDCS, which related to the evidence base and background information for the levy is now included in the CIL Overview Report. The DCS has been simplified to cover only the scope of the rates, the proposed rates, details relating to collection/spending/monitoring, and the following draft documents: Regulation 123 Infrastructure List, CIL Instalment Policy, CIL Payment in Kind and Infrastructure Payments Policy.
A consultation in respect of the revised Supplementary Planning Document 2 (SPD2): Planning Obligations will also run concurrently with the DCS consultation. This document was originally adopted by the Council in 2010 and has been revised to reflect the CIL Regulations 2010 (as amended) and the Council’s intentions in relation to CIL. The SPD seeks to provide clarity in respect of developer contributions towards infrastructure i.e. what infrastructure may be funded by CIL and what will still be secured as site specific planning obligations under Section 106 of the Town and Country Planning Act 1990 (as amended).
Comments are now invited on both the DCS and revised SPD2 consultation documents.
The Draft Charging Schedule (DCS) Consultation comprises the following documents. Hard copies may also be viewed at Southend Borough Council Customer Service Centre between 8:45am and 5:15pm and at all Southend Libraries during normal opening hours.
Any responses received will be taken into consideration by the Council and an independent assessor as part of a Public Examination of the CIL Charging Schedule due to take place in Spring 2015.
