How We Buy

Officers purchasing supplies, works or services will make sure that best practice is applied and take reasonable steps to ensure best value is obtained. They will follow the Contract Procedure Rules and ensure that the Procurement Code of Conduct is complied with.

Low Value Transactions

up to £999.00

Minimum of one written or v​​erbal quotation OR use P-Card​Minimum of one written or v​​erbal quotation OR use P-Card where possible this should be with a local supplier
 

Minor Value Transactions

£1,000 to £9,999.99

Minimum of one written quotation that demonstrates best value, where possible with a local supplier

Medium Value Transactions

£10,000 to £24,999

Minimum of three written quotations plus evidence of best value where possible two from local suppliers

Major (a) Value Transactions £25,000 to £74,999 Opportunity must be advertised on Contracts Finder website and contract awarded with spend justification
Major (b) Value Transactions £75,000 to relevant
OJEU* limit*
Opportunity must be advertised as a full tender on Contracts Finder website and contract awarded with spend justification

 
OJEU (European tender level) OJEU limit and above Opportunity must advertised in the OJEU and on Contracts Finder and follow specific regulations. Contract awarded with spend justification.

*Opportunities must be advertised in OJEU when they are: over £181,302 or over £4.55m for works. Light touch (which includes some Social Care, Health Services) is £615,278
