Southend Central Area Action Plan (SCAAP)
The Southend Central Area Action Plan (SCAAP) was adopted by Southend-on-Sea Borough Council on 22 February 2018. The Plan is now part of the Development Plan and planning decisions within Southend Central Area must be taken in line with the Plan, subject to other material considerations.

In accordance with Section 26 of the Town and County Planning (Local Development) (England) Regulations 2012, the Southend Central Area Action Plan, the adoption statement and the Inspector’s Report on the Examination of the Southend Central Area Action Plan are available to view at Southend Borough Council offices and at all Southend-on-Sea libraries (please contact each directly for individual opening hours).
The above listed documents, as well as the Sustainability Appraisal and the Sustainability Appraisal Adoption Statement, can be viewed from Monday to Friday between 8.45am and 5.15pm by appointment at the Southend Borough Council Offices (Civic Centre, Victoria Avenue, Southend) via firstname.lastname@example.org or 01702 215408.
The Council has received the final report from the Inspector, Mr Mike Fox, who has carried out the independent examination of the Southend Central Area Action Plan. He issued the report following the examination hearing sessions that were held in May 2017 and after considering the representations that were made on the proposed modifications to the plan. The Inspectors Report is available below. The Inspector recommends main modifications to the Plan, and finds that with these modifications the Plan satisfies the legal requirements and meets the criteria for soundness. The Inspector confirms that the duty to co-operate has been met in the preparation of the Plan and the requirements for sustainability appraisal.
The Council can now proceed to adoption of the Southend Central Area Action Plan. Southend-on-Sea full Council will consider the Plan at the meeting on 22 February 2018.
The Southend Central Area Action Plan (SCAAP) gives more detailed consideration to how and where regeneration and growth can sustainably be accommodated in the Southend Central Area, including the town centre, central seafront area and gateway neighbourhoods of Victoria and Sutton.
The SCAAP contains proposals for ‘Policy Areas’ and ‘Opportunity Sites’ aimed at strengthening and transforming Southend Town Centre’s sub-regional role as a successful retail and commercial destination, cultural hub and educational centre of excellence, leisure and tourist attraction and an excellent place to live. It replaces a number of Saved Policies from the 1994 Borough Local Plan
The SCAAP Submission Document was submitted to the Government for independent examination on 10 March 2017. The Plan will be examined by Mr Mike Fox BA (Hons) DIPTP MRTPI of the Planning Inspectorate, appointed by the Secretary of State. The Programme Officer for the examination is Mrs Claire Jones-Hughes.

Revised Proposed Submission Document
The Council undertook a six week publication period consultation on the Revised Proposed Submission from 3 November – 16 December 2016. This document contained the policies as the Council intended to submit them to the Secretary of State. This consultation provided people with the final opportunity to comment on the proposed Plan and to state whether they consider the Plan to be ‘legally compliant’ and ‘sound’.

Preferred Approach Document
The Council undertook an eight week public consultation on the Preferred Approach SCAAP from 18 December 2015 to 15 February 2016. The Council wanted to gather public and stakeholder’s views about the general direction of proposed policy, following previous consultations on earlier versions of the Plan.

First Proposed Submission Document (Superseded)
The SCAAP Submission Document was first published for pre-submission consultation from 5 September – 17 October 2011. The responses received were extremely valuable and provided the Council with a number of helpful suggestions that would then improve the preferred approach version of the plan.

Issues and Options Page
The SCAAP Issues and Options was consulted on between 21 June – 9 August 2010. The Council wanted to gather the public and stakeholder’s views about the general direction of proposed policy to meet issues specific to Southend Central Area. The Borough Council put forward a ‘suggested approach’ for each policy theme as part of the consultation alongside reasonable alternative options.
