The Council has a statutory duty to monitor the condition of  local private sector housing in Southend.

The Council does this in several ways:

  • Through its officers visiting householders in their homes to diagnose defects,
  • By collecting information on works carried out locally
  • By periodic large-scale surveys of local properties.

The last local house condition survey was carried out in 2004, and involved a full physical inspection of 1,000 dwellings and interviews with each of the householders. Such surveys are carried out roughly every 5 years and allow information to be collected on a range of matters that inform the Council about the overall condition of local housing.

The information is used to review the Councils approach to the repair, improvement and adaptation of privately owned homes in the Borough e.g. to decide what assistance to give to householders for certain types of work, and in the most appropriate form.
