Commencement and Completion Notices

Applicants who submitted their Building Control application through the MySouthend Portal will also be able to access these forms through their MySouthend account.

Notification of Commencement of Works

Anyone required under Regulation 12 of the Building Regulations 2010 (as amended) to submit a building notice or an application for building control approval with full plans must notify the Council when building work has reached the stage at which it is regarded as commenced. This notice must be given no later than five days after the work is regarded as commenced.

Requirements relating to dutyholders and competence can be found in Part 2A of the Building Regulations 2010 (as amended).

Important: A notice that work is regarded as commenced is not the same as a notice of intention to start work. A commencement notice confirms that work has reached a stage that may protect the application from lapsing under Regulation 46A.

Examples of Work Regarded as Commenced

Examples include:

For non-complex buildings and horizontal extensions, when the sub-surface structure is complete, including all foundations, any basement level (where applicable) and the structure of the ground floor level.

For certain complex buildings, when the foundations supporting the building and the structure of the lowest floor level of that building are complete.

Notification of Completion of Building Work

Anyone required under Regulation 12 of the Building Regulations 2010 (as amended) to submit a building notice or an application for building control approval with full plans must notify the Council when building work has been completed. This notice must be submitted no later than five days after completion of the work.

The completion notice must comply with Regulation 16(4A) and includes declarations relating to compliance with the Building Regulations and the duties of appointed dutyholders. Requirements relating to dutyholders and competence can be found in Part 2A of the Building Regulations 2010 (as amended).
