Yes – 5 minutes is allowed from the time the CEO first observes the vehicle to ascertain whether loading / unloading is taking place. If loading / unloading is observed, CEOs can allow up to a maximum of 20 minutes for this to be completed.
- Circumstances when a PCN may be cancelled

- loading / unloading - proof provided must satisfy that active loading/ unloading was taking place
- broken down vehicle - proof provided must satisfy that vehicle could not be moved by circumstances beyond the drivers control
- vehicle stolen - proof provided must satisfy that vehicle was taken without the owner's consent
- physical permits - not correctly displayed, or fallen down, or obscured, or correctly validated may be cancelled on a first occasion if proof of permit is provided for the time of contravention
