Yes – 5 minutes is allowed from the time the CEO first observes the vehicle to ascertain whether loading / unloading is taking place. If loading/unloading is observed, CEOs can allow up to a maximum of 20 minutes for this to be completed.

- broken down vehicle - proof provided must satisfy that vehicle could not be moved by circumstances beyond the drivers control
