Yes – 5 minutes is allowed from the time the CEO first observes the vehicle, except where the vehicle was legally parked at the time the restrictions came into force where a 10 minute period applies. This is to allow drivers sufficient time to return to the car with a Pay and display ticket or visitor permit.
