Yes - Cars and commercial vehicles are both given 10 minutes observation time (unless signage states a minimum time period allowed for the bay).
Additional time above the minimum times stated will be given if continuous loading / unloading is observed. If no loading / unloading is observed, at the end of the observation time a PCN can be issued.

- loading / unloading - proof provided must satisfy that active loading/ unloading was taking place
- broken down vehicle - proof provided must satisfy that vehicle could not be moved by circumstances beyond the drivers control
- vehicle stolen - proof provided must satisfy that vehicle was taken without the owner's consent
