A heavy commercial vehicle wholly or partly parked on a footway, verge or land between two carriageways.
- Observation time period

No observation period required as to do so would put the safety of pedestrians at risk (see the list of areas of discretion for more information on these contraventions).
- Circumstances when a PCN may be cancelled

- loading / unloading - proof provided must satisfy that active loading/ unloading was taking place
- broken down vehicle - proof provided must satisfy that vehicle could not be moved by circumstances beyond the drivers control
- vehicle stolen - proof provided must satisfy that vehicle was taken without the owner's consent
Please note: Vehicles may only be parked on the footway to load/unload if they are not left unattended during the process, and the activity could not reasonably be carried out elsewhere.
