- Blue Badge holders - no badge and/or clock displayed, or fallen down, or upside down, or obscured, may be cancelled on a first occasion if proof of possession of a valid Blue Badge is provided
- loading / unloading - proof provided must satisfy that active loading/ unloading was taking place
- broken down vehicle - proof provided must satisfy that vehicle could not be moved by circumstances beyond the drivers control
- vehicle stolen - proof provided must satisfy that vehicle was taken without the owner's consent
- physical permits - not correctly displayed, or fallen down, or obscured, or correctly validated may be cancelled on a first occasion if proof of permit is provided for the time of contravention
