Do not put Japanese knotweed in your black sack, or any green waste recycling schemes of any description, or your home compost bin.  Japanese knotweed is extremely invasive and has to be treated or disposed of responsibly.  There are strict regulations on its treatment or removal, its transportation and its disposal.  Please refer to the Environment Agency’s web site for all aspects on this topic. Land owners are responsible for the control of Japanese Knotweed on their land.
