The government has announced a set of measures to provide support to businesses that experience increased costs or disruptions to their cash flow as a result of COVID-19. Information on those measures can found at the gov.uk website.

Update 12.05.20: BACS payments for 2,650 businesses (2,020 small businesses grants and 630 retail, hospitality and leisure grants) have been made as of close of play Monday totaling £32.4m. We are awaiting further details from a remaining 75 businesses in order to finalise their payments. In addition, any new applications are now being looked at on the day they arrive.  

In total we have received around 3,560 applications and have processed 99% of these. As of last night, only 44 grant applications remain that have not yet had an initial review.

Small Business Grants Fund (SBGF)

Originally £3,000 but increased £10,000 per eligible business.

Payments will be made by the council from government funding to support a businesses cash flow. We will endeavour to make payments as soon as possible after receipt of your application.

Eligibility:

  • hereditaments which on the 11th March 2020 were eligible for relief under the Small Business Rate Relief Scheme (SBRR) or the Rural Rate Relief Scheme (RRR), including those with tapered relief
  • rateable value of less than £15,000
  • State Aid limit of 200,000 euros applies

Exclusions:

  • properties used for personal uses, storage, beach huts etc.
  • car parks and parking spaces
  • businesses that as of the 11th March 2020 were in liquidation or dissolved
  • businesses which are not ratepayers in the business rates system are not included in this scheme

An application form must be submitted for this grant to ensure the council meets government requirements. If you think that you qualify for this relief and would like to make an application please complete the Small Business Grant Form.

Grants for retail, hospitality and leisure businesses

The Retail, Hospitality and Leisure Business Grant (RHLG) scheme provides businesses in the retail, hospitality and leisure sectors with a cash grant of up to £25,000 per property.

For businesses in these sectors with a rateable value up to and including £15,000, they will receive a grant of £10,000.

For businesses in these sectors with a rateable value of between £15,001 and £51,000, they will receive a grant of £25,000.

Payments will be made by the council from government funding to support a businesses cash flow. We will endeavour to make payments as soon as possible after receipt of your application.

Eligibility:

  • hereditaments which on the 11thMarch 2020 had a rateable value of less than £51,000 (£50,999) and would have been eligible for a discount under the Expanded Retail Discount Scheme had that scheme been in force for that date
  • charities which would have otherwise meet these criteria but whose bill for 11th March 2020 had been reduced to nil by a local discretionary award should still be considered eligible for this grant
  • the person who according to the billing authority’s records was the ratepayer in respect of the hereditament on the 11th March 2020
  • State Aid limit of 800,000 euros applies

Two levels of grant:

  1. £10,000 for properties with a rateable value of up to and including £15,000
  2. £25,000 for properties with a rateable value of over £15,000 and less than £51,000 (£15,001 - £50,999)

Exclusions:

  • recipients eligible for the Small Business Grant Fund will not be eligible for the Retail, Hospitality and Leisure Grant
  • properties used for personal use, storage, beach huts etc.
  • car parks and parking spaces
  • businesses that as of the 11th March 2020 were in liquidation or dissolved.businesses which are not ratepayers in the business rates system are not included in this scheme

Administration of Both Schemes

Please note: only one grant may be awarded per property (hereditament) that is across both Small Business Grant Fund and Retail, Hospitality and Leisure Grant Fund.

Where the Local Authority has reason to believe that the information that they hold about the ratepayer on the 11th March 2020 is inaccurate they may withhold or recover the grant and take reasonable steps to identify the correct ratepayer. Local Authorities should make clear to the recipients that the grant is for the ratepayer and may be liable for recovery if the recipient was not the ratepayer on the eligible day.

The Local Authority write to the business, stating that by accepting the grant payment, the business confirms that they are eligible for the grant schemes. This includes where Local Authorities already have bank details for businesses.

Any changes to the rating list (rateable value or to the hereditament) after the 11th March 2020 including changes which have been backdated to this date should be ignored for the purpose of eligibility.
