Stage 5: Issue of Demand Notice (Council)

When we have received the CIL Commencement Notice, we will issue a Demand Notice to the person(s) who have assumed liability to pay CIL. The notice will set out the date that CIL must be paid by. In most cases, you will have at least 90 days to pay from the date of commencement. Where instalments apply, the Demand Notice will set out the amount due in each instalment and the date it must be paid by.

Where an assumption of liability form or a CIL Commencement Notice is not received, and work starts, we will withdraw the right to pay by instalments and payment will be due in full and immediately.

If payment is not made by the due date, we will impose penalty surcharges and interest. Payment of CIL is enforceable through the planning process and the courts.
