Southend-on-Sea City Council has proposed freezing all pay-and-display parking charges for the 2026/27 financial year as part of its draft budget.
This will help residents and visitors with the cost of living while strengthening local parking services.
The draft budget will be considered by Cabinet on 19 January and Full Council on 26 February. If approved, the freeze will mark another year of stable parking costs for residents and businesses.
From 1 February 2026, parking enforcement will be delivered by South Essex Property Services (SEPS), a council-owned company. This change brings the service under local control, enabling faster decision making, stronger accountability, and a fair, consistent approach to enforcement. All current enforcement staff will transfer to SEPS under TUPE regulations, meaning their employment rights are protected during the move.
Cllr Daniel Cowan, Leader of Southend-on-Sea City Council, said: "Freezing parking charges for another year is part of our commitment to support residents and businesses.
"Bringing enforcement under local control, means we can deliver a fairer, more responsive service with stronger local accountability that better reflects Southend's priorities.
"This administration strongly believes that where possible services should be delivered by the council as directly as possible. This shift to bringing the service back in-house delivers on that belief and provides better value for money for the local taxpayer."
Residents and businesses will continue to access parking services through the Council's usual channels. Civil Enforcement Officers will have a refreshed uniform and remain easily identifiable.
