Councillor Daniel Cowan, Leader of Southend-on-Sea City Council, said: "Better Queensway is a once-in-a-generation opportunity to transform the heart of our city, and build a place that current and future residents can be proud of.”

“Subject to Cabinet approval, this is a major milestone with the process of setting up an Investment Partnership. Through which, the city council will work jointly with a commercial organisation to ensure that future development phases are both fundable and deliverable.”

The City Council previously put forward plans for developing up to 1,000 homes in the first phases. You can read the full report at Joint Scrutiny Meeting with Policy & Resources Overview & Scrutiny Committee, Thursday 12th November 2026, 6:30pm
