Essential Living Fund (ELF) Scheme Policy - Southend-on-Sea

Reviewing a decision

Applicants can request a review of ELF grant decisions if they disagree. They must do this in writing within one month of the date they are notified of the decision.

Late requests can be considered at the discretion of the Decision Maker where she/he considers that there were good reasons for the delay.

If a review is requested regarding the decision this will be looked at by a different member of staff to the original decision maker. There are 2 stages to the appeal process:

  • Tier 1 - First level of request is called a Tier 1 Reconsideration.
  • Tier 2 - If the applicant still disagrees with the decision of the Tier 1, they can request further review using the same methods. This is called a Tier 2 reconsideration. A member of the Management Team will then review the claim and make a final decision on the request.
