New kerbside bin or sack allocation and how to ask for a review

Over the last 6 months, homes across Southend have been assessed to see if they are suitable for wheelie bins. If you think your house has been incorrectly assessed, you can request a review by filling out our online form.

When a property may be exempt from wheelie bins

Some homes might not be able to have wheelie bins. This could happen if:

  • there is no room to keep the bins on your property
  • a bin would block the front door
  • it is difficult or unsafe to move the bin to where it gets collected
  • the collection crew would need to move the bin more than 50 metres, like through a long alleyway.

In some cases, a risk assessment may be carried out by our waste collection contractor.

Each case is reviewed individually. In some cases, we may recommend shared bins, alternative storage options, or a return to sack collections.

Issues that may not qualify for sack collection

Some problems might not mean you can switch back to using sacks instead of bins. But we might still be able to help. These problems include:

  • you do not like how the bins look
  • your garden is small
  • bins might block the pavement
  • people leave rubbish where they should not (fly-tipping)
  • the road is very narrow
  • you live in a HMO or maisonettes
  • it is a long way to move the bin
  • bins take up parking space
  • you think the bin is too big or too small

How to ask for a review

If you think your home should not have a wheelie bin or was assessed wrongly:

  1. Fill in the wheelie bin review form.
  2. Add any helpful information or photos to support your request.

Timescale for responses

Stage 1 - Review

You will usually get a reply within 15 working days.

If the review is complicated, it may take up to 10 more working days. If more time is needed, you will be told within the first 15 working days and given a reason why.

Stage 2 - The Review Panel

You will usually get a rely within 25 working days.

If the review is complicated, it may take up to 20 more working days. If more time is needed, you will be told within the first 25 working days and given a reason why.
