Penalty charge notice discretionary policy

Mitigating circumstances

A mitigating circumstance is something that helps explain why someone did something wrong. It might lead to a lighter punishment or no punishment at all.

Using a medical emergency as an example, we would need a letter from the hospital or your GP confirming the emergency. We don't accept appointment cards or letters for routine check-ups or tests, as these are not considered emergencies.

Other valid reasons might include a vehicle breakdown. In this case, the driver should have moved the vehicle within 24 hours. We will need proof such as a recovery receipt or breakdown report.

You can find details of mitigating circumstance under section 9 of the full policy document.
