Selective Licensing Scheme

Ending of the Selective Licensing Scheme

The current Southend-on-Sea City Council Selective Licensing Scheme is due to expire on 30 November 2026.

All property licences granted under this scheme will expire on 30 November 2026. Landlords and Property Agents are advised that no licence renewal application is required at this time.

Outstanding remedial works and enforcement action

The expiry of the Selective Licensing Scheme does not affect any existing compliance enforcement activity.

Properties with:

  • outstanding remedial works
  • enforcement Notices required to achieve compliance
  • any other unresolved licensing related matters

Your works will continue to be monitored and reviewed by us until all required actions have been completed and the matter has been formally resolved.

Landlords and property managers remain responsible for complying with any legal requirements and notices that are currently in force.

Future licensing arrangements

The Selective Licensing Department are currently consulting on future selective licensing schemes following the expiry of the current scheme. Should a new Selective Licensing Scheme be approved, our Licensing Department will contact affected landlords and property managers during 2027 with details of the proposed scheme, implementation dates, and any application requirements.

We invite you to participate in the Selective Licensing consultation to help use shape future services and achieve a better city for all.
