As the first step towards introducing CIL the Council has produced a Preliminary Draft Charging Schedule (PDCS) document which has been published for public consultation. To comment on the document online interactive consultation system

The Preliminary Draft Charging Schedule (PDCS) Consultation comprises the following documents. Hard copies may also be viewed at Southend Borough Council Customer Service Centre between 8:45am and 5:15pm and at all Southend Libraries during normal opening hours.

How to comment

Representations can be made on the CIL Preliminary Draft Charging Schedule Consultation during the publication period which begins Monday 28th July 2014 until Monday 8th September 2014. (closing 5pm).

Representations should be made using the Council's user friendly online interactive consultation system, which may be accessed using the link above. Alternatively, representations may be submitted using the Response Form, available on request, by the following means:

  • In writing to the Corporate Director of Place, PO Box 5557,Civic Centre, Victoria Avenue, Southend-on-Sea, SS2 6ZF

Representations on the Preliminary Draft Charging Schedule Consultation must be received no later than 5pm on Monday 8th September 2014. Late representations will not be considered. Please note all formal comments will be made available for public inspection on our website. 

All responses received will be considered by the Council when producing a Draft Charging Schedule, which will then be the subject of a further 6 week consultation in November/December of this year. Any further responses will subsequently be considered by an independent assessor as part of a Public Examination of the CIL charging schedule due to take place in Spring 2015.
Please note that comments will be made publicly available and cannot be treated as confidential. Details of addresses and telephone numbers will not be published on our website, but names, organisations and comments received on the Preliminary Draft Charging Schedule may be.
