Do I need to produce a travel plan?
A travel plan will be required for:
- all new developments (as specified in our list of planning validation requirements)
- any planning applications likely to have negative impacts for the highway network
Examples of negative impacts for the highway network
Developments containing jobs, shopping, leisure and services which would create significant amounts of travel.
All schools and nurseries that are likely to have a negative impact on traffic movements. Including any extensions to the property.
Where a travel plan will help address a particular traffic problem associated with a planning application. This may include:
- smaller domestic developments
- industrial developments
- developments offering a service
- educational developments below the relevant thresholds
- where the highway does not have the facility to cope with higher levels of traffic
School travel plans
All new schools in the city are required to:
- submit a travel plan
- apply the travel plan to their establishment
We describe a school as any further or higher education facility for children up to the age of nineteen. This includes (but is not limited to):
- nurseries
- primary schools
- secondary schools
- academies
- independent schools
- voluntary aided organisations
- Special Educational Needs facilities
A school travel plan is a document which sets out how a school will promote:
- safer travel to school
- active travel to school
- sustainable travel to school
The emphasis will be on:
- reducing the number of children driven to and from school
- encouraging staff to use sustainable modes of transport when getting to and from school
A good school travel plan should be based on discussion between:
- teachers
- parents
- pupils
- governors
- the local community
It is essential the travel plan is reviewed and updated regularly. This is to make sure that it remains:
- relevant, and
- appropriate to changing circumstances
