Contesting a Penalty Charge Notice (PCN)

Once a PCN has been issued, the driver and/or registered keeper of the vehicle may wish to make representations against it. The representation process allows a motorist to introduce evidence that was not available to the CEO at the time, which may then lead to the cancellation of the PCN. We will consider both informal and formal representations and decide whether or not there are grounds for cancellation. If the PCN is informally upheld, then only the registered owner or keeper of the vehicle will be permitted to make formal representations, and ultimately to appeal to an independent adjudicator.
