The Street Works Licence (SWL) holder responsibilities

The holder must comply with all the requirements of the NRSWA particularly the following regulations and codes of practice:

  1. Safety Measures at Street Works and Road Works
  2. The Qualifications of Supervisors and Operatives
  3. The Materials, Workmanship and Standards of Reinstatement
  4. The Recording of Underground Apparatus in Streets
  5. Code of practice for the Co-ordination of Street Works and Works for Road Purposes and Related Matters
  6. Any waste produced the works must be controlled under the Environmental Protection Act 1990. Duty of Care.

The holder must let us know when the works (both temporary and permanent) are complete as detailed in the code of practice.

The holder shall guarantee the standard of the reinstatement in accordance with the ‘Specification for the Reinstatement of Openings in Highways’ code.

Section 74, of the NRSWA enables the Council to charge the holder (per day) for the occupation of the highway if it goes over the time agreed for the works.
