Application for Street Works Licence (SWL)

If applying for emergency works please contact the Council by emailing HighwayPermits@southend.gov.uk before making an application.

If the SWL holder requires vehicular access onto the pedestrian area of Southend High Street, applicants will need to apply for permission.

Applicants must give a minimum three months notice in advance of the start date of any works. This is to allow for the statutory processes to be done.

More time may be required:

  • depending on the complexity of the application
  • if the works are likely to affect other statutory undertakers

When applying for a SWL, applicants will need to have:

  • a payment method ready for the application fee
  • the following documents ready to upload

Required documents and evidence

  1. Photographs - Photographs of the Highways asset you are referring to as evidence of current condition.
  2. A Scaled Site Plan - Highlighting in red, the boundary of the property/land under the licence. It must include the surrounding area, any road names and north indicator (Do not breach copyright rules)
  3. A Scaled Location Plan - Highlighting with a broken red line, the route of apparatus, in the highway only. It must include the size and depth of the relevant apparatus, any road names and north indicator
  4. Additional apparatus needs to be highlighted in a different colour and a key should be provided. (Do not breach copyright rules)
  5. Proof of New Roads and Street Works Act supervisor and operative accreditation
  6. Proof of Public Liability Insurance

And if applicable:

  • evidence of authorisation - If the works are for existing apparatus, evidence of authorisation from the owner showing permission to work on the existing apparatus. An example letter is available to view online
  • a copy of the 'F10 - HSE notification of construction project' - This is only needed if your site requires one. For example, if the works take longer than 30 days. More information can be found online
  • traffic management plan - This is only needed if the works will interrupt the flow of vehicle and/or pedestrian traffic
