These terms and conditions apply to the Southend Pass, a parking permit issued by Southend-on-Sea City Council.

  1. The Southend Pass is available as either a one-time 12-month payment (Annual Pass) or on a rolling monthly subscription.
  2. For annual pass customers , the applicable annual fee is due at commencement, and the pass will operate for 12 months from the commencement date. On the expiry of the pass, annual passes must be manually renewed to continue using the service, as renewal is not automatic.
  3. For monthly pass customers, the applicable monthly fee is paid in advance. This fee will be debited automatically on the commencement date and subscription will continue to renew each month unless cancelled by the customer via the app or following multiple failed payment attempts.
  4. The annual and monthly Southend pass fees are set by the Council and are subject to review as part of the Council's annual Fees and Charges process. If the fee changes, the revised amount will apply from the next renewal date after the new charges take effect.
  5. Refunds are not applicable for either the monthly or annual payment option.
  6. A maximum of 6 vehicles may be linked to a Southend Pass account. Only one active parking session is allowed at any time. This will not affect you if you have less than 6 vehicles linked to your Southend Pass.
  7. A Southend Pass is not transferrable between users and can only be used with up to vehicles linked to your account.
  8. It is the Southend Pass account holder's responsibility to ensure that care is taken to avoid accidentally purchasing a duplicate Pass on the app.
  9. The Southend Pass allows parking for up to 3 hours in each of the four zones across the city, between 8am and 6pm each day. In addition, a separate evening parking allowance is available in the central seafront area (zone 1a and 1b) from 6pm to 9pm, and at University Square from 6pm to midnight. No extra charges apply during these hours, but you must start a new parking session via the Southend Pass app.
  10. If a Southend Pass customer wishes to remain in a parking place after the 3 hours is used, additional parking sessions can be purchased via the Southend Parking app or at a nearby pay-and-display machine
  11. A Southend Pass does not guarantee a parking space. Parking spaces are available on a first come, first served basis and some parking locations may be at full capacity at the desired time of use
  12. Any person using a Southend Pass fraudulently, incorrectly or in contravention of parking regulations may be liable to a Penalty Charge Notice.
  13. A Southend Pass must only be used in:
    • a passenger carrying vehicle with capacity to carry no more than 8 passengers, excluding the driver,
    • a motorcycle, tricycle, or quad bike, which is registered for use on the public highway, or
    • a light goods vehicle.
  14. A Southend Pass cannot be used in a vehicle if the overall height exceeds 2.3 metres, or a length exceeding 5.5 metres.
  15. A Southend Pass cannot be used for a vehicle which is towing a caravan or trailer.
  16. A vehicle using a Southend Pass must not be used for:
    • the sale or offering for sale of a vehicle,
    • sale or purchasing of goods or services from or to the vehicle, as accommodation, including sleeping, camping, cooking within or near to the vehicle, or for the consumption of food or drink outside of the vehicle.
  17. Customers moving out of the area can still benefit from using the Southend Pass as it is not restricted to Southend-on-Sea City residents. If you no longer own a vehicle and want to cancel your Southend Pass subscription, you can submit a request for cancellation. Refunds are not given.
  18. A Southend Pass is valid only when these terms and conditions are met, and the required fee has been paid.
  19. The Council reserves the right to amend these terms and conditions at its discretion, and by giving not less than 28 days' notice of the changes to Southend Pass users.
  20. The Southend Pass app is operated on behalf of the Council by a third party (Mobon), and all data is protected in accordance with the third party's policies and procedures.
  21. The Council as a Data Controller shall implement and maintain appropriate technical and organisational measures to ensure a level of security appropriate to the risk, including, but not limited to, measures to protect Personal Data against accidental or unlawful destruction, loss, alteration, unauthorised disclosure or access.
  22. The Council and its suppliers will use personal data in line with the relevant legislation and Council Policy, which can be viewed on the Council website at www.southend.gov.uk.
