Hotel and guesthouse parking codes

This information is intended for hotels and guesthouses (H and G) that have been assigned a dedicated parking code by Southend-on-Sea City Council. It outlines the proper use of the code, and the responsibilities of the H andG providers and the obligations of their guests.

Eligibility criteria

  • the discounted parking code is provided to support overnight guests staying at the H and G. It enables guests to park in locations pre-assigned for the use of the parking code at a reduced rate
  • the code must only be issued to bona fide guests, defined as individuals who are staying overnight at the H and G
  • the H and G must ensure the parking code is not abused and is not used by:
    • members of staff of the H and G
    • contractors or business representatives visiting but not staying at the H and G
    • hospitality or event guests not booked to stay overnight at the H and G
    • any non-guests
  • the H and G assigned a dedicated parking code is responsible for ensuring that all staff and guests are informed of these restrictions and that they are enforced

Vehicle type

  • the discounted parking code must only be used for:
    • passenger vehicle (maximum 8 passengers, excluding driver)
    • road‑legal motorcycle, tricycle or quad bike
    • light goods vehicle
    • built‑in camper van (not detachable caravan)
  • overall vehicle height must not exceed 2.3 metres, and length must not exceed 5.5 metres
  • must fit entirely within a marked bay (if present) without overhanging

Validity

  • parking sessions booked via the code are valid from the time of payment until a minute before midnight on the same day
  • where payment is made for multiple days, the first day will be valid from the time of purchase until a minute before midnight. Each subsequent day will run for full days, with the same terms and conditions applying for each day of the booking
  • any person using the Permit fraudulently, incorrectly or contravening any other parking contravention may be liable to a Penalty Charge Notice

Revocation of Dedicated Parking Code

  • the Council reserves the right to revoke the dedicated parking code assigned to any H and G at any time if it is found to be:
    • fraudulently used
    • abused for use by non-guests, including staff, contractors, hospitality or event guests not staying overnight
    • used to evade parking charges in locations where payment is required
  • dedicated parking code revoked under these circumstances will result in the H and G being barred from being assigned a dedicated parking code in the future
  • misuse may also result in a fraud investigation by the Council or the Police, including interviews under caution

Use

  • the code is only valid in the locations assigned to the H and G by the Council. These locations have been communicated directly to each H and G and are not published publicly to prevent misuse
  • the following are prohibited when parked in the permit zone:
    • selling or offering vehicles for sale
    • buying or selling goods or services
    • using the vehicle for accommodation, including sleeping, camping, or cooking
    • carrying out commercial activities in or around the vehicle
  • vehicle must be in roadworthy condition, fully on its wheels with tyres properly inflated. Vehicles that are jacked up or have deflated tyres will be considered non-compliant
  • parking spaces are available on a first come, first served basis, and some parking locations may be at full capacity at the desired time of use

Declaration

  • by using the assigned parking code, the guest agrees to all terms and conditions of use
  • knowingly providing false or forged information is a criminal offence. The Council may prosecute if fraud is identified

Data Protection

  • the Council will use personal data in line with the policy for General Data Protection Regulations, pursuant to administration of this scheme

Review

  • the Council reserves the right to amend these terms and conditions after giving notice to the Hotels and Guesthouses of not less than 28 days
  • the Council reserves the right to revise, withdraw, cease or introduce any agreement at any time
