Carer parking permit terms and conditions

These terms and conditions apply to all Resident Carer Permits issued by Southend-on-Sea City Council and are designed to ensure the scheme is protected for those entitled.

The Council is aware and supportive of residents who require support to continue their independent living. This permit is designed to facilitate access for regular carers.

Eligibility

  • applications must be for a permanent or primary residence (not business address) within a resident permit parking scheme area
  • the address must be listed as an eligible property for a permit in the Traffic Regulation Order
  • properties within car-free developments or those subject to related planning conditions may not be eligible for a permit
  • only one carer permit can be held by a household at any time
  • a carer’s permit is not registered to a particular vehicle and may be used by different carers visiting the property concerned

Application

  • an application will be accepted from the person receiving the home care support, or a person acting on their behalf
  • proof of residency dated within 3 months of the application is required (e.g. full driving licence, tenancy agreement, redacted bank statement, utility bill such as electricity, gas, or water, or benefit letter from the Department for Work and Pensions). Note: Council Tax and mobile phone bills are accepted
  • proof of care requirement this must be an official letter from your doctor or care provider, dated within the last 12 months. The letter must: Confirm your full name and address and state that you require 24-hour or regular daily care at your home due to a health condition
  • the appropriate permit fee must be paid, as per the Council’s Fees and Charges
  • it is the permit holder’s responsibility to renew their permit before it expires

Vehicle type

  • The permit must only be used for:
    • passenger vehicle (maximum 8 passengers, excluding driver)
    • road legal motorcycle, tricycle or quad bike
    • light goods vehicle
    • built-in camper van (not detachable caravan)
  • overall vehicle height must not exceed 2.3 metres, and length must not exceed 5.5 metres
  • must fit entirely within a marked bay (if present) without overhanging

Use

  • the permit is valid only to park for a maximum of 3 hours in the zone applied for, no concessions are made in any other zone
  • having a permit does not guarantee a parking space. Parking spaces are available on a first come, first served basis, and some parking locations may be at full capacity at the desired time of use
  • permit must be displayed on the dash or fascia of the vehicle. Photocopies or altered versions are prohibited and may be treated as fraud
  • the following are prohibited when parked in the permit zone:
    • selling or offering vehicles for sale
    • buying or selling goods or services
    • using the vehicle for accommodation, including sleeping, camping, or cooking
    • carrying out commercial activities in or around the vehicle
  • vehicle must be in roadworthy condition, fully on its wheels with tyres properly inflated. Vehicles that are jacked up or have deflated tyres will be considered non-compliant
  • permit holders may request cancellation at any time. Refunds are issued on a pro-rata basis for each full remaining calendar month, minus an administration fee. No refunds will be offered if less than one full calendar month remains

Validity

  • any person using the Permit fraudulently, incorrectly or contravening any other parking contravention will be liable to a Penalty Charge Notice
  • permits will be cancelled if the permit holder no longer resides at the linked address
  • no refunds will be issued for permits cancelled due to misuse or breach of terms
  • permits are issued at the Council’s discretion and remain its property. They may be withdrawn at any time
  • if an application is unsuccessful or a permit is cancelled, the vehicle may be subject to enforcement

Declaration

  • by submitting an application, the applicant agrees to all terms and conditions of use
  • knowingly providing false or forged information is a criminal offence. The Council may prosecute if fraud is identified

Data Protection

  • the Council will use personal data in line with the policy for General Data Protection Regulations, pursuant to administration of this scheme

Review

  • the Council reserves the right to amend these terms and conditions after giving notice to the permit holder of not less than 28 days
  • the Council reserves the right to revise, withdraw, cease or introduce any parking permit type at any time
