Pedestrian Zone Access Permit
Vehicular access to Southend High Street pedestrian zone is strictly restricted and controlled. Request for access should only be requested when absolutely necessary, as safe, alternative service routes run parallel to the High Street and are just a short walk to support delivery and service activities.
Only in cases where deliveries or service work cannot reasonably be completed using the adjacent service roads should application for direct vehicle access to the pedestrianised area be made.
Access is generally only granted during specified time windows to minimise disruption and ensure pedestrian safety.
Apply for Access if:
- your delivery vehicle cannot safely unload using the designated service roads due to the nature of goods or equipment
- essential maintenance, repair, or construction work requires vehicle access to the front of the premises
- specific operational needs cannot be met using alternative arrangements

Your application should include:
- details of the delivery or work to be carried out
- reasons why alternative service routes are not practical
- vehicle details, including size and weight
- proposed dates and times of access
- proof of public liability insurance (minimum £10 million)
- traffic or pedestrian management proposals, if applicable
Additional Requirements

What Happens Next
We will review your request to ensure that it aligns with safety and operational requirements. If approved, arrangements will be made to lower the bollards at the agreed time. You must comply with all stipulated conditions to maintain pedestrian safety and avoid enforcement action.
