Seafront permit

Seafront permit eligibility criteria

Seafront permits are available to applicants who meet one of the following conditions:

  • ownership or lease - you own or lease a beach hut or business along the seafront
  • approved organisation - you are part of an approved organisation operating along the seafront, where a vehicle is required for emergency or operational functions
  • club or association membership - you are a member of a pre-approved club or association based on the seafront

Supporting documents required

Applicants must provide one supporting document to verify eligibility. Acceptable documents include:

  • proof of ownership or lease - a document confirming ownership or lease of a beach hut or business on the seafront, such as deeds, a lease agreement, or contract
  • approved organisation letter - a letter on the business's headed paper from an approved organisation, explaining why the permit is required and confirming the applicant's eligibility (dated within the last 12 months)
  • club or association membership - a letter on the official headed paper of a recognised club or association confirming the applicant's membership status, along with a licence issued by Southend-on-Sea City Council (dated within the last 12 months)

Seafront Permit (Zone 1)

  • Eastern Esplanade Car Park (formerly Gas Works)
  • Fairheads Green Car Park
  • Seaway Car Park
  • Shorefield Road Car Park
  • Thorpe Esplanade Car Park
  • Western Esplanade (on-street)

Seafront Permit (Zone 3)

  • Belton Gardens North Car Park
  • Belton Gardens South Car Park
  • Leigh Foundry Car Park
  • Leigh Marshes Car Park
  • Shoebury Common North Car Park
  • Shoebury Common South Car Park
  • Shoebury East Beach Car Park
  • Victoria Wharf High Street Car Park

Permit application process

Applications may take up to 10 working days to be processed.

It is the applicant's responsibility to allow sufficient time for processing.

Please ensure you have read and understood the terms and conditions before apply for or renew a seafront parking permit.

Changing your vehicle details

Existing permit holders that require a change to vehicle details must submit an application online.

The permit team will review your application. Please note, if this is your first application for change of vehicle on this permit, there will be no charge applicable, however, if it is not you will be contacted to make a payment of £10.00.

Permit cancellation 

Permit cancellation requests may be submitted at any time.

Refunds are not issued. This is in accordance with the Council’s terms and conditions of use.

Information provided in your application may be shared with other organisations for the purposes of:

  • benefit administration
  • fraud prevention and detection
