Seafront permit
Seafront permits are only available to applicants that meet one of the following criteria:
- own or lease either a beach hut or a business along the seafront
- is part of an approved organisation operating in the seafront where vehicle is required for emergency purposes or operational functions
- has membership with pre-approved club or association based on the seafront
Supporting documents required
Applicants are required to provide one document for proof of requirement. Examples of acceptable documents include:
- proof of ownership or lease of a beach hut or business on the seafront e.g. deeds, a lease or contract
- letter on business headed paper of the approved organisation, setting out why the permit is required, and confirming the applicant is eligible
- letter on business headed paper of a recognised club or association confirming the membership status of the applicant, a licence issued by Southend-on-Sea City Council
Seafront permit charges
- Zone 1A - £500 per annum
- Zone 2 - £225 per annum
Permit application process
Please note that applications for any permit may take up to 15 working days to process. It is the responsibility of the applicant to allow sufficient time for processing of the application.

Changing your vehicle details
Existing permit holders that require a change to vehicle details must submit an application online.
Permit cancellation and permit refunds
The Council accept requests to cancel a permit and will issue a refund. The refund will be pro-rata for each remaining full calendar month. This is subject to an administration fee of £16.50.
We will not offer any refund where there is less than one full calendar month remaining before the permit expires.
Data protection
The Council may share information provided in your parking permit application with other organisations who are involved in the:
- administration of benefits
- prevention and detection of fraud
