Types of Parking Permit

The Council now process almost all parking permit types as a virtual permit which means it is paperless. The virtual permit works in the same way that road tax has been virtual for the last few years. You will not receive or require a physical permit to put in your car once your application has been approved.

Please note that only one vehicle registration number can be linked to a virtual parking permit or season ticket.

Permits for Resident Permit Scheme Areas

Residents who live within a parking permit scheme areas may be eligible to apply for a resident permit, visitors vouchers and or a carers permit. All permits are valid for parking in resident permit bays or shared-use bays within the specific permit scheme area for which they have been issued.

Applicants for resident permits, visitors vouchers or carers permits must submit a proof of address, dated within 3 months.

Examples of acceptable proof of address are:

  • Council Tax bill
  • Utility bill (electricity, gas or water)
  • Bank or building society statement

Resident Permits

Eligible households within a parking permit scheme areas can purchase a resident permit which are issued as a virtual permit.

The costs of resident permits are:

  • Electric Vehicles £8 per annum
  • 1st Permit £15 per annum
  • 2nd Permit £25 per annum
  • 3rd Permit £50 per annum
  • 4th Permit £75 per annum

Applicants for a resident permit must provide proof of vehicle ownership.

Examples of acceptable proof of ownership are:

  • Bill of sale (for vehicles newly purchased)
  • DVLA vehicle registration document (V5C)
  • Certificate of motor insurance

Visitor Vouchers

Eligible households within a parking permit scheme area can have up to 5 booklets of visitor vouchers annually. There are 20 vouchers in each booklet. Please note, visitor vouchers are still paper permits hence the processing and postage of visitor voucher requests can take up to 5 working days.

Resident Carer Permit

Eligible households within a parking permit scheme area who require home visits from a carer or a number of carers can apply for this permit. The permit can be used by carers when visiting and displaying it in the vehicle. Only one resident carer permit can be issued to a household.

The cost of a resident carer permit is £15 per annum.

Applications for a resident carer permit must provide an official letter from a doctor or care company confirming that the applicant requires either 24-hour care or continuous/daily care at their address due to their needs (the type of condition or disability need not be disclosed).

Resident Concessionary Season Ticket

Some residents in the town centre and seafront area are eligible for a resident concessionary season tickets which is valid for use in pay and display parking bays in their street. Eligible households can purchase up to 2 resident concessionary season tickets.

The cost of a resident concessionary season ticket is £50 per annum.

Applicants for a resident concessionary season ticket are required to submit any one of the listed proofs of address, dated within the last 3 months:

  • Council Tax bill
  • Utility bill (electricity, gas or water)
  • Bank or Building Society statement

Proof of vehicle ownership, any one of these is acceptable:

  • Bill of sale (for vehicles newly purchased)
  • DVLA vehicle registration document (V5C)
  • Certificate of motor insurance

  • Apply for a new resident concessionary season ticket or renew your exiting one.
  • Apply for a change of vehicle registration for an existing resident concessionary season ticket.

Please note: There are no visitor vouchers for town centre and seafront areas. Alternative parking should be sought and purchased as necessary.

Business Permit

Independent local businesses located in areas with designated business permit bays are eligible to apply for a business parking permit which will be valid for parking in business permit bays or shared-use bays within the specific permit scheme area for which they have been issued.

The cost of a business permit is:

  • 6 months  £135
  • 12 months  £250

Applications for a business permit must submit the following supporting documents:

  • proof of business address, such as; business rates bill, mortgage or tenancy agreement in the business name
  • letter on the company headed paper, confirming the applicant is an employee and the vehicle registration number that the permit is for
  • DVLA vehicle registration document or copy of the hire agreement

Please note: Corporate organisations within these areas are eligible to purchase season tickets for Council car parks.

Tradesperson Permit

Local traders that require the ability to carry out varying jobs and need to park at different locations across the city can apply for this permit. The permit allows for up to 3 hours parking within a controlled parking zone or at on-street pay-by-phone/pay and display bays operated by Southend-on-Sea City Council.

It is not valid for parking in any Council managed car parks.

The cost of a tradesperson permit is:

  • 1 month £30
  • 6 months £150
  • 12 months £300

Applications for a tradesperson permit must submit the following supporting documents:

  • letter on the company headed paper, confirming the applicant is an employee and the vehicle registration number for which the permit is for
  • proof of business e.g. business rates bill
  • DVLA vehicle registration document or copy of the hire agreement

Seafront Permit

This permit is available to applicants who:

  • own or lease either a beach hut or a business along the seafront (only one permit per property)
  • member, employee or volunteer of an approved organisation operating in the seafront, where their vehicle is required for the emergency purposes or functions of the agreed organisation
  • member of a recognised club or associations based on the seafront

The cost of a seafront permit is:

  • Zone 1A £400 per annum
  • Zone 2 £200 per annum

Applications for a seafront permit must submit the following supporting documents:

  • copy of fishing vessels or mooring licence
  • beach hut number
  • proof of business address for owner of pier arches e.g. business rates bill or tenancy agreement

Voluntary Sector Permit

This permit is available to Voluntary organisations registered as a charity with The Charity Commission and based within the City of Southend. The permit allows up to a maximum of 3 hours parking at -street pay-by-phone/pay and display bays or within car parks managed by Southend-on-Sea City Council.

The cost for a voluntary sector permit is:

  • £8.50 (for 1 month)
  • £25.50 (for 3 months)
  • £102 (for 12 months)

Applications for a voluntary sector permit must be submitted with the following supporting documents:

  1. A covering letter from the Voluntary organisation on official letterhead confirming the name of the applicant, their role within the organisation and the vehicle details. The letter must be dated within 14 days of the application. Please note, handwritten documents will not be accepted.
  2. Copy of the vehicle’s insurance certificate (must have business usage).

Operational Permit

Organisations working with or on behalf of Southend City Council, including Council employees, healthcare workers such as health visitors, district nurses, community physiotherapists, phlebotomists and corporate carers are able to use this permit when carrying out visits to clients who reside within a residential parking permit scheme.

The operational permit has the following options:

  • Operational Permit £65 per annum
    Allows up to 4 hours parking within a residential parking permit scheme area or on-street pay-by-phone / pay and display bays operated by Southend City Council

Applications for an operational permit must be submitted with the following supporting documents:

  • letter on the company headed paper (or official email address), confirming the vehicle registration number and explaining the reason the permit is required

Permit cancellation and permit refunds

We will accept requests to cancel a permit and will issue a refund. The refund will be pro-rata for each remaining full calendar month, subject to an administration fee of £15. We will not offer any refund where there is less than one full calendar month remaining before the permit expires.

Paper-based permits must be surrendered, or sufficient evidence provided to demonstrate it has been destroyed.
