Types of Parking Permit

From 1 April 2021, the majority of our parking permits have become virtual (which is a paperless format that replaces the need to display a paper permit in your vehicle). It works in the same way that road tax has been ‘virtual’ for the last few years. This means that you will not receive a physical permit to put in your car once your application has been approved and payment has been made. Each virtual parking permit or season ticket will be linked to only one vehicle registration number.

Please note that:

  • permits issued prior this date will have to be displayed in the windscreen as normal
  • visitor’s vouchers will remain as paper permits until a later date

Resident Parking Permits

Resident permits are available only to residents living in a resident parking scheme area. It allows the permit holder to park their vehicle in a resident parking bay or shared use bay within the specific zone that they live in. Residents in car-free developments are not eligible for a resident parking permit.

Relevant supporting documents:

Proof of address, any of these documents dated within 3 months is acceptable:

  • Council Tax bill
  • utility bill (electricity, gas or water)
  • bank or building society statement

Proof of vehicle ownership, any of these is acceptable:

  • bill of sale (for vehicles newly purchased)
  • DVLA vehicle registration document (V5C)
  • certificate of motor insurance

You can apply for a Resident Permit by using our online form. Alternatively, if you have changed vehicle, you can submit an application to change the vehicle registration on your permit by using this online change of vehicle form. Please ensure that the new vehicle does not exceed the dimensions stipulated in the terms and conditions.

Resident Concessionary Season Ticket

Some residents in the town centre and seafront areas are eligible for concessionary season tickets which is valid for use in pay and display parking bays in their street.

Eligible addresses can be found in our residents parking scheme directory. A maximum of 2 permits can be purchased per household is allowed.

Relevant supporting documents:

Proof of address, any of these documents dated within 3 months is acceptable:

  • Council Tax bill
  • utility bill (electricity, gas or water)
  • bank or building society statement

Proof of vehicle ownership, any of these is acceptable:

  • bill of sale (for vehicles newly purchased)
  • DVLA vehicle registration document (V5C)

Resident Carer Permit

Residents living in a resident parking scheme area who require home visits from a carer or a number of carers can apply for this permit. It can be used on different vehicles, however the vehicle can only be parked in the permit scheme area for which it has been issued. Only one resident carer permit can be issued to a household. As the permit can be switched between vehicles, this permit will remain paper based. It can take up to 10 working days to process your permit and post it out to you.

Visitor’s Vouchers

Visitor’s vouchers can be purchased by residents who reside within a resident parking scheme area. Visitor’s vouchers are for resident guests who have to park on street during the operational hours of the scheme.

The visitors voucher booklet is issued to the resident, therefore proof of residence is required. Visitor’s vouchers are in booklets of 20 vouchers and residents can apply for up to 5 booklets in any 12-month period, per household (except Pantile Avenue – where only 1 Visitor Permit is allowed in any 12-month).

Business Permit

Business permits are available to independent local businesses located within the boundaries of an existing parking permit scheme areas where designated business permit bays have been provided. Business permit holders are not allowed to park in any other parking places during the controlled hours of the scheme.

Relevant supporting documents:

  • proof of business address, with location within a permit scheme area – e.g. business rates bill, mortgage or tenancy agreement in the business name
  • letter on the company headed paper, confirming the applicant is an employee and the vehicle registration number
  • DVLA vehicle registration document or copy of the hire agreement

Price: £135 (6 months), £250 (12 months)

Please ensure that the new vehicle does not exceed the dimensions stipulated in the terms and conditions.

Please note: Corporate organisations within these areas are eligible to purchase season tickets for council car parks.

Tradesman’s Permit 

This permit is available to local trades that require the ability to park in residential neighbourhoods where there are parking permit schemes. The permit does not allow parking in council car parks.

Relevant supporting documents:

  • letter on the company headed paper, confirming the applicant is an employee and the vehicle registration number
  • proof of business e.g. business rates bill
  • DVLA vehicle registration document or copy of the hire agreement

Operational Permit

This permit is designed for healthcare workers such as health visitors, district nurses, community physiotherapists, phlebotomists and corporate carers working on behalf of Southend Borough Council, who carry out occasional visits to clients who reside within a residential parking permit scheme. The permit allows a maximum of 3 hours parking.

Relevant supporting documents:

  • letter on the company headed paper (or official email address), confirming the vehicle registration number and explaining the reason the permit is required

Seafront Permit

This permit is available to applicants who:

  • own or lease either a beach hut or a business along the seafront (only one permit per property)
  • member, employee or volunteer of an approved organisation operating in the seafront, where vehicle is required for the emergency purposes or functions of the agreed organisation
  • member of a recognised club or association based in the seafront

Relevant supporting documents:

  • copy of fishing vessels or mooring licence
  • beach hut number
  • proof of business address for owner of pier arches – e.g. business rates bill or tenancy agreement

Price: £400 (Zone 1A) £200 (Zone 2)

Permit cancellation and refund

We will accept request to cancel a permit and will issue a refund which is pro-rata for each full remaining calendar month, subject to an administration fee of £15. We will not offer any refund where there is less than one full calendar month remaining before the permit expires.

Paper-based permits must be surrendered, or sufficient evidence provided to demonstrate it has been destroyed.
